check with act govt for their planning rules. it would be unusual to install a fence on a retaining wall unless its a solid mass structure ie concrete filled blocks . more common that posts are installed just behind the wall. fences are a wind sailand may topple / bend if not well anchored into the ground.

thanks for the reply. will the wood rot if it is pressure treated and i put a moisture barrier pond liner or other polythene based moisture barrier . also if have to build a retaining wall how far it should be from the exiting fence. can i just stack stone bricks on top of each other without putting mortar between then.
re: 6ft wood fence on a 2.5 foot retaining wall. if it were me, i'd forget about using wood posts and go with a steel post called post master, or equivalent. if you are using cinder blocks for the retaining wall, as suggested by your link, you simply imbed the post into one of the block cavities and fill with concrete.
