re: deck vs. terrace - waterproofing my two cents on this is kiss. keep it simple. stick with your deck and do the masonry piers if you want. with it being 40" off the ground, you shouldn't have issues with the wood if you build it right. if it's going to be covered with a roof, it should last just fine.
